Utilization monitor an active resource requires time-driven aggregation specification.

For each active resource the Standard Set Wizard creates a utilization metric (_QIb6cikUEeSuf8LV7cHLgA, Utilization of Active Resource) measurement specification. This metric is either available for multi-core resources or requires a time-driven aggregation specification. Feed-Through does not work here, since utilization is an over time aggregation of the State of Active Resource metric. Instead it should provide a TimeDrivenAggregation with a default window size and increment.

Until we can provide this functionality, we should prevent Utilization monitors from being created automatically.
