In Fork Actions the sub behaviours are displayed as compartments
Description
The fork action does not render free-floating sub behaviors, but shows compartments.
Environment
macOS, JDK 11, Intel CPU, no theme active

In windows OS when i tried to create the fork action i could able to do it. As the exact problem description is not clear i do not know which synchronisation i should look at. Another point is, if the problem is only occurring in the specific environment as mentioned above (macOS, JDK 11, Intel CPU).

The behaviors should look like the behaviors on the bottom inside the Synchronization Point. Users should be able to arrange them freely. Recreating a new SEFF diagram on the semantic model leads to the same issue.
